Like many organisations navigating change, GovNet was looking for the right approach to embed learning into its culture.
Engagement sat at just 23%, and while resources were available, employees weren’t always clear on what was relevant to them or where to begin.
Training felt disconnected from individual roles, and without a consistent structure or communication plan, learning was often seen as a one-off activity rather than something continuous and impactful.
The ambition was there. GovNet just needed the right approach to bring it all together and make learning a visible, relevant, and energising part of everyday work.
GovNet worked closely with HowNow to improve learning engagement.
The approach was centred around monthly Learning Days. Each Learning Day was designed around a topic that mattered to employees - from strategic thinking to budgeting.
To make learning easier to navigate and more relevant to each employee, the GovNet team curated monthly Pathways aligned to the topic of the month - bringing together bite-sized resources, internal content, and external links into one single place. This created a clear starting point for each topic and removed the guesswork from learning.

To further embed learning into daily work, GovNet encouraged employees to use the HowNow Chrome extension and mobile app, making it easy to access content in the flow of work, beyond dedicated Learning Days.
Crucially, GovNet secured buy-in from senior leaders. Each month, a different member from the Senior Leadership Team contributed by hosting webinars, sharing blog posts, or co-creating content, leading by example and signalling that learning is a company-wide priority.
In just a few months, GovNet saw learning engagement more than double - from 23% to 59%.

And this marked a real culture shift across the business.
Employees now approach learning with curiosity, not reluctance, and have begun taking ownership of their development. After each Learning Day, the People team runs one-to-one check-ins with a cross-section of staff to gather honest feedback.
Teams actively request topics that matter to their work, such as AI, budgeting, or marketing - and the People team is now able to respond quickly, without building everything from scratch.
At the same time, managers have visibility into learning activity and impact. With HowNow’s insights, they can track usage, identify content gaps, and measure engagement in real time - especially around Learning Days.
What’s next for GovNet?
With the foundations of a skills-first approach in place, the People team is now focused on mapping skills to every role across the business, ensuring employees receive relevant, role-specific learning recommendations and have a clear, personalised roadmap for growth.
